International Training Course "Teaching Children with Disabilities in an Inclusive Environment in Bhutan"
ที่มาและความสำคัญของปัญหา
It has been argued that 'inclusion is a process of identifying, understanding and breaking down the barriers to participation and belonging" (Early Childhood Forum, 2003, p. 1). This Forum aims to promote high-quality educational experiences and to reduce challenges in any forms of education for all students. However, inclusive education services remain in its early developmental stages in Bhutan. Despite many more children with disabilities are attending schools, the high-quality inclusive education these children receive are generally lacking the expected quality. Understanding the factors that promote and/or impede current practices in Bhutan, both by the organisational arrangements of institutions and by the government, is an essential element in achieving real changes that will radically improve education for young children with disability. Sustained improvement in inclusive education for children with disabilities requires continuous learning of policy makers, administrators, practitioners, educational systems, and higher education institutions who train these teachers to be able to provide quality inclusive education.

1. Explore and provide evidence of the nature of inclusion and exclusion that happens in special education centres regarding children with disabilities; 2. Develop scholarly knowledge about inclusive teaching methodologies and framework that can be used to train teachers, enhance teacher quality and address intersection of inequities in classrooms; 3. Deepen participants' knowledge to be able to differentiate between disability and special needs; 4. Identify support services including arrangement of the environment to support students' learning and development; and 5. Determine methods and techniques that permit reliable and meaningful assessment of and for learning gains for children with disabilities

Inclusive practices are newly developing in Bhutan and are not as widely practiced as in other areas of the world. Coming to Thailand of administrators and teachers to Ratchasuda College gives them an opportunity to explore various educational settings to inform practices at the school level as appropriate in their context. Further, they can take scholarly knowledge about inclusive teaching methodologies and framework that can be used to train other teachers in Bhutan, enhance teacher quality and address intersection of inequities in Bhutan classrooms. Lastly, through this training it builds a strong connection between Ratchasuda College and Ministry of Education in Bhutan to support and implement quality inclusive educational practices and schools for all students in their nation.
